
On Wednesday, 28 January 2026, senior leadership from Portugal’s higher education, research, and innovation ecosystem joined the INESC Buseels Winter Meeting at Coimbra for a high-level working session focused on critical alignment challenges in European R&I governance.
Designed explicitly as a working session, the meeting followed a structured, dialogical format to prioritise depth of insight and collective problem-solving.
Discussions were supported by a Base Document prepared to frame the policy landscape (FP10, ECF, national priorities), identify governance and integration challenges, and propose working hypotheses to be tested and refined through participants’ institutional perspectives and practical experience.
The session concluded with the signature of the Memorandum of Understanding between the JRC and INESC institutes, marking a concrete step toward deeper collaboration and joint impact within Europe’s evolving research and innovation agenda.
